Challenge

The intersection of Plum Street, Park Avenue, and New Street in Lancaster, Pennsylvania needed safety improvements to decrease speeds, calm traffic, and reduce conflict points. The intersection also needed improved access for pedestrians and bicyclists, while still maintaining access for larger vehicles.

Solution

As part of a rapid-response project, Kittelson led the planning and design of a mini-roundabout at the intersection on Plum Street, Park Avenue, and New Street. Following implementation, the City solicited public feedback and collected before and after speed and crash data. The City used the results of this data to secure funding to make the mini-roundabout a permanent improvement to the intersection. The final design of the intersection will include a fully mountable central island, splitter islands, curb extensions, setback crosswalks, ADA-compliant curb ramps, and enhancements to street lighting, along with a public plaza that includes landscaping, seating, and sculptural mosaics.

The Outcome

A Small Roundabout With A Big Impact

This project reclaims street space and creates a sense of place around the mini-roundabout, aiming to improve safety, promote lower speeds, calm traffic, reduce conflict points, and improve operational performance.
