Challenge

After working with Kittelson to develop a statewide intersection control evaluation (ICE) policy and process, the Pennsylvania Department of Transportation (PennDOT) sought a tool that would make the implementation of this process more streamlined, reducing the need for multiple spreadsheets to conduct ICE analyses.

Solution

Kittelson’s Technology and Research Services (TRS) team worked with PennDOT to develop a tool that looks at a project’s full life cycle. The tool is structured with two main components: a web version of CAP-X for planning level operations analysis and a life cycle cost tool for benefit-cost ratios, net present values, and safety calculations. The tool incorporates safety performance functions and crash modification factors for intersections in a user-friendly interface.

The Outcome

Many ICE Analyses, One Tool

PennDOT’s web tool is streamlining the analysis of intersection projects for PennDOT, making it easier to conduct ICE and look at a greater number of alternatives. The tool can be accessed here.
