Challenge

OR42 is an Oregon State highway connecting the southern Oregon coast to I-5. Constructed in 1994, OR42 had only received some local repairs over the past 25 years. The pavement was in poor condition, with a deteriorating culvert and several deficiencies associated with American with Disabilities Act (ADA) requirements. This pavement preservation project needed to restore 5 miles of roadway, including a portion that runs through the City of Coquille.

Solution

Kittelson led a multidisciplinary team through the Plans Specifications & Estimates design process, which included addressing significant settlement areas, completing a hazardous material assessment, avoiding wetland impacts, creating a construction staging plan for vehicles, pedestrians, and bicyclists, designing a signal modification, completing a tidal flood plain zero rise certification, and certifying a historic building would not be affected by construction.

The Outcome

Restoring a Deteriorating Highway

The project rehabilitated the damaged pavement, replaced the deteriorating culvert, replaced and installed 41 ADA ramps through downtown Coquille, and reconstructed the roadway to improve drainage and level the pavement at bridge approaches. These improvements increased safety and mobility for the community.
