Challenge

The Hillsborough Transportation Planning Organization (TPO) sought a plan for electric vehicle (EV) infrastructure in the city. The plan needed to position the TPO for funding opportunities, inform the TPO’s long-range planning efforts, provide near-term goals and guidance to make EV charging technology accessible, and complement the Hillsborough Area Regional Transit Zero-Emission Fleet Transition Plan, Florida DOT Electric Vehicle Infrastructure Master Plan, and other work by regional and national agencies. 

Solution

The Hillsborough TPO worked with Kittelson to complete their first EV Infrastructure Plan through an inclusive, engaging planning process. The plan identifies existing conditions, analyzes demand and needs, and provides a framework for deploying widespread, convenient, and accessible EV charging in Hillsborough County. Kittelson provided specialized expertise in GIS analysis, scenario planning, electrification technologies, stakeholder engagement, and policy formulation. 

In addition, we recommended policies that local jurisdictions can adopt to assist in implementation. For example, guidance for developing accessible stations or requirements for EV charging spaces as a proportion of parking spaces. 

The Outcome

Reducing Hillsborough’s Carbon Footprint Through Electrification

The EV Infrastructure Plan allows the Hillsborough TPO to work toward their carbon reduction goals and create a more accessible EV framework for the community. The plan is adaptable so the TPO can adjust to changes in EV charging technology while meeting the needs of residents, workers, and visitors.
