Challenge
The City of Hayward needed to strategically address transportation safety on its local roads. They wanted a plan that prioritized safety improvements using a systemic, risk based approach that included social equity to reduce the risk of fatality and injury on City roadways.
Solution
Kittelson assisted the City with the development of a Local Road Safety Plan (LRSP). Our team conducted safety analyses to identify citywide crash patterns, trends, emphasis areas for improving safety, high priority locations for improvements, engineering treatments and education/promotion and strategies to promote safe behavior and, through design, reduce the ability for risky road user behavior to occur. We also developed location specific safety improvement projects with concept designs and cost estimates. The team also assisted with the preparation of two HSIP Cycle 11 grant applications. Along with the plan, Kittelson drafted language for a Vision Zero resolution.

The City of Hayward approved the Local Road Safety Plan unanimously, affirming a commitment to Vision Zero. Through the Local Road Safety Plan, the City aligns with the strategic vision of the State of California to have a safe transportation system for all users.
