Phill brings a breadth of experience and perspective developed through a decades’ long career in planning, engineering, management, and development. He provides management and senior direction on a multitude of transportation planning projects throughout the firm. His expertise extends first to the land use/transportation relationship and the critical importance of developing context-sensitive solutions in planning and design. Phill has direct experience in the area, having managed the Eagle River CBD and Residential Core Circulation Study. He has worked at every level of public transportation planning from the smallest rural communities in Oregon to statewide systems as complex as Florida. Integral to the success of these plans is his ability to effectively communicate, resolve complex issues, and facilitate decision making while building consensus for implementation.
