Glenn Rowe

Glenn is a senior principal engineer in Kittelson’s Harrisburg, Pennsylvania, office. He has more than 35 years of traffic engineering, traffic operations, and highway safety experience working for the Pennsylvania Department of Transportation (PennDOT) in various positions at both the district and central office levels. Prior to his retirement from PennDOT, Glenn served as chief of highway safety and traffic operations, overseeing a $200 million annual budget targeted toward cost-effectively reducing crashes and improving mobility. Glenn not only managed statewide issues but also participated in various national organizations and projects, such as NCHRP research, pooled fund studies, and AASHTO committees. Locally, Glenn is the planning commission chair of a township that successfully manages growth challenges and transportation demands created by a booming tourist industry (Hershey, Pennsylvania).
