Individual states have until January 18, 2026 to adopt the 11th Edition of the Manual on Uniform Traffic Control Devices (MUTCD) and/or a state supplement/manual that is in substantial conformance with the 11th Edition MUTCD.
In late January 2025, Gene Hawkins, chair of the National Committee on Uniform Traffic Control Devices (NCUTCD), surveyed states to identify how they are adopting the 11th Edition MUTCD on an individual state basis, along with their progress toward that adoption.
Tune in on March 24 to hear a summary from Gene of individual state actions toward adoption, based on a similar presentation he made at the American Traffic Safety Services Association’s 2025 Convention. He’ll take time at the end of the presentation to address a few of the most common questions we receive.

Dr. H. Gene Hawkins is a Senior Principal Engineer with Kittelson LLC, where he provides expert witness services for traffic control devices and related subjects. Gene is a Professor Emeritus at Texas A&M University, where he spent 17 years as a professor in the Zachry Department of Civil Engineering. Prior to his academic career, he was a researcher at the Texas A&M Transportation Institute, where his research focused primarily on traffic control devices.
Gene is a member of numerous professional and technical organizations, currently serving as the chair of the National Committee on Uniform Traffic Control Devices, a position he was first elected to in 2018. He has received numerous awards including the ARTBA Jake Landen Memorial Safety Award (2018), the ITE Wilbur S. Smith Distinguished Transportation Educator Award (2012), the ITE Texas District Transportation Engineer of the Year Award (2010), and the TTI Trinity Outstanding Researcher Award (1998), plus several teaching and best paper awards.
